in the pacific will be heading onshore. bundle yourself up this morning. definitely areas of northern california through oregon, washington state, cold air mass has settled in. temperatures in the 30s, typical for this time of year. nothing too brutal. the windchill is not bad either. the storm we're talking about, it's rotating and spinning around itself out here. one big storm went to the north heading just south of alaska. there's a couple other little pieces underneath it. slowly but surely all this mess will kick in to the west as we go through the next 48 hours. you can see the high, thin clouds sneaking into california, oregon and washington state. a huge area of high pressure tries to hold on for at least one more day. it's going to be a slow-moving system. once it starts raining on wednesday, a couple impulses that come onshore. then it looks like a three or four-day event and should kick out. the next 48 hours, notice the rainfall bullseye is here, central and northern california. again, that's 48 hours away. that will really add up when i show you the map tomorrow. today's forecast, e

arrested, 49-year-old jeffrey mcgann from southern california. police say he was boarding an airplane headed to lax. a tsa person spotted the watch. it looked like it contained bomb-making material. police say it had a circuit board inside the watch but it was not a bomb, and there's a lot of other things that made this man and this watch suspicious. >> it was a one-day turn around flight so he's out and back within a day. he was wearing a military-style shirt that has aç tourniquet built into it so if you receive a traumatic injury to your arm you can tighten the tourniquet and it will stop the bleeding. not a common item for civilians to wear. >> reporter: police also tell us tonight that mcgann was wearing unusual shoes, work boots with a removable sole inside and they were also two sizes too big. all of this considered evidence, police say, that mcgann considered himself an artist and he says that the watch was art. he is also being held at the sana'a rita jail. >> just a little odd. thank you very much, cheryl. >>> well, now that the bay area is on storm watch. we'v

shift. we'll see a very strong jet stream, aiming along the northern california coast. the bay area, on the outer fringe of this, monday, tuesday, a chance of rain, north of santa rosa you will see the rain at times, especially come tuesday. but the area south of san francisco, down tards san jose you may see highs in the upper 60s, close to 70. so now, the future cast, close to monday, tuesday, the san francisco bay area is dry, ongoing rain, areas north of santa rosa by monday, tuesday, could see another couple of inches of rain. this on top of the one and a half inches of rain we've seen. around the bay area, what you find as we wake up to the santa clara valley, heavy drizzle, light rainshowers early in the day of the transitioning south of morgan hill as we head through the afternoon. and then see a bit of a drier finish to the week i think for most of the bay area. temperatures in the east bay, low-to-mid 60s around pleasantton and livermore, close to 60 in san francisco. upper 50s to near low 60s around the north bay. as we see clouds spilling in, the filtered sunshine at tim

separates fact from promise. >> reporter: the folks at the california resources board are gearing up for what they call a historic day as they prepare to auction off pollution permits to the state's largest greenhouse gas emitters. >> they include everything from cement to glass to oil refining to food processing. >> reporter: under the landmark cap and trade system, more than 300 california companies will be required to cap emissions or buy so-called carbon credits at auction. it's the centerpiece of a state lot aimed at reducing greenhouse gases to 1990s levels by 2020. >> the goal of this is to cut the kind of emissions that can cause global warming. and what that means is that greenhouse gases are what we're after. >> reporter: but some worry the new requirements will hit companies hard. some speculate it could mean higher prices for consumers. pg&e says it supports the move but isn't sure how it may impact rates. >> i think all eyes are on california to see the outcome of this. that's why we want this program to be successful. pg&e has been at the table in this process to ensure

storms pounding north california, oregon, and washington as we speak. nbc's migel almaguer is in san francisco where it is pouring down rain. migel, good morning. >> reporter: good morning. we are in the middle of the second weather maker making it through the pacific northwest. i have to tell you, it feels like san francisco is in the bull's eye. it was hammering rain earlier for several hours, then had howling winds. the conditions let up. meteorologists say this is what to expect through the day. as a matter of fact, early in the week in san francisco wednesday, wind speeds topped 80 miles per hour. they're not expecting those type of winds earlier or later today, but they certainly are expecting downed trees and downed power lines to cause them several issues. at the higher elevations, closer to 7,000 feet in the sierra, they're expecting up to a foot of snow, so it is going to be certainly a wet day in the sierra, in the lower elevations, closer in the lower foothills, we expect up to 12 inches of rain by sunday. we're looking at very wet conditions. here in the bay area where t
